Primary care Net Zero Work at Integrated Care Board (ICB) level in England
The 2024 summary report of primary care net zero work at ICB level in England, has been collated by Greener Practice members. The purpose of this document is to showcase work that has been done in Primary Care by some ICBs in England as part of their Green Plans in order to meet the Greener NHS net zero targets. Since 2023, members of the Greener Practice Network who are working at ICB and system level have been meeting regularly to share learning.

The 2024 summary report of primary care net zero work at ICB level in England, was collated by Dr Emma Radcliffe and Grace Ridler (former chairs of this group). The purpose of this document is to showcase work that has been done in Primary Care by some ICBs in England as part of their Green Plans in order to meet the Greener NHS net zero targets.
Any ICBs who have been informally associated with the Greener Practice groups were invited to contribute. The report is not a comprehensive document, but we have received detailed updates from 22 ICBs – over 50% of all ICBs in England.
Greener Practice ICB Sustainability Leads group
The Integrated Care Board (ICB) group works slightly differently to the other special interest group and was set up by Greener Practice members to share best practice at ICB board level for primary care. The group meets monthly to discuss clinical and non-clinical sustainability issues, with guest speakers, to network and share initiatives. Dr Matt Sawyer

Dr Matt Sawyer worked as a GP for nearly two decades in the Northeast of England. Now, he runs an environmental sustainability consultancy – SEE Sustainability – working to improve human and planetary health. He covers sustainability issues facing healthcare including understanding their carbon emissions footprint and helping to produce roadmaps and action plans for primary care to meet the NHS net zero ambition. He has a MSc in Corporate Sustainability and Environmental Management. He part wrote and jointly edited a book – Environmentally Sustainable Primary Care – with Dr Mike Tomson. He currently serves as Co-Chair of the Integrated Care Board (ICB) Sustainability Leads group and co-chair of the Planetary Health Special Interest Group for British Society of Lifestyle Medicine
He is an advocate of good planetary health and averting the climate and ecological breakdown.
Dr Spencer Casey PhD

Spencer Casey is the Business and Strategic Partner at Probus GP Surgery and Probus Surgical Centre, as well as a Director of Cornwall Medical Group and Probus Medicines Ltd. With a background in law, Spencer holds a degree from Kingston University and completed the Legal Practice Course (LPC) at the London College of Law. He currently serves as Co-Chair of the Integrated Care Board (ICB) Sustainability Leads group and has held senior leadership roles within the NHS for several years. Spencer is nationally recognised for his work in environmental sustainability within healthcare, having led pioneering Net Zero and green initiatives across Cornwall. His work has been instrumental in supporting Integrated Care Boards (ICBs) across the UK in developing and implementing their own sustainability strategies. A contributor to the publication Environmentally Sustainable Primary Care, Spencer continues to advocate for innovative, practical approaches to environmental responsibility within the primary care sector.
Outside of his professional commitments, Spencer is a dedicated sportsman and a former professional rugby player, having played for both Saracens and London Irish.
